一、依據國家科學及技術委員會(下稱國科會)115年6月16日科會綜字第1150039930號函辦理。
二、適用對象：計畫主持人為經教育部依其補助大專校院延攬國際頂尖人才作業要點，核定通過為玉山學者(不含短期交流教研人員)或玉山青年學者，且尚不具國科會作業要點第3點計畫主持人資格者(下稱學者)，每名學者限提1件計畫。
三、申請方式為隨到隨審：請有意申請學者所屬系所單位備函檢附學者核定函影本、申請名冊及個人資料申請表各1份會辦企劃一組、計畫業務一/二組、人事室並送研發處陳核後，函送國科會申請。
四、核定作業：
(一)接獲國科會審查通過函文後，受聘學者若自通知日起2年內未完成專任教師聘任程序取得資格者，視同放棄補助；學者未到任致不符玉山(青年)學者資格時，請學者所屬系所單位主動函報國科會撤回申請案。
(二)自學者符合國科會作業要點第3點計畫主持人資格日起2個月內，請學者所屬系所單位備函檢附計畫主持人之聘書、個人資料表、研究倫理審查相關文件，會辦計畫業務一/二組、人事室後送研發處陳核後，向國科會辦理計畫核定，逾期未完成者，國科會通知函失其效力。

Effective immediately, individuals who have been approved as Yushan Scholars or Yushan Young Scholars may submit applications for NSTC research projects on a rolling basis, with applications reviewed upon receipt, prior to their appointment as full-time faculty members.

This matter is handled in accordance with the NSTC Letter No. NSTC-GEN-1150039930, dated June 16, 2026.
Eligible Applicants: The principal investigator must be an individual who has been approved by the Ministry of Education as a Yushan Scholar (excluding short-term visiting teaching and research personnel) or a Yushan Young Scholar under the Directions for Universities to Recruit International Top Talent, but who has not yet met the qualifications of a principal investigator as specified in Article 3 of the NSTC guidelines (hereinafter referred to as “the Scholar”). Each Scholar may submit only one application.
Application Procedure (Rolling Submission and Review): The Scholar’s affiliated department or institute shall prepare an official letter and submit one copy each of the Scholar’s approval letter, application roster, and personal information application form for review by the Division of Planning I, the Project Administration Division I/II, and the Personnel Office. After approval by the Office of Research and Development, the application shall be forwarded to the NSTC for review.

Approval Process:
(1) Upon receipt of the NSTC approval letter, if the appointed Scholar fails to complete the appointment procedures and obtain eligibility as a full-time faculty member within two years from the date of notification, the subsidy shall be deemed forfeited. If the Scholar fails to assume the position and consequently no longer satisfies the qualifications of a Yushan Scholar or Yushan Young Scholar, the Scholar’s affiliated department or institute shall proactively submit an official letter to the NSTC requesting withdrawal of the application.
(2) Within two months from the date the Scholar becomes eligible as a principal investigator under Article 3 of the NSTC guidelines, the Scholar’s affiliated department or institute shall prepare an official letter and submit the principal investigator’s appointment letter, personal information form, and research ethics review-related documents for review by the Project Administration Division I/II and the Personnel Office. After approval by the Office of Research and Development, the documents shall be submitted to the NSTC for project approval. Failure to complete the procedure within the prescribed period will render the NSTC approval notification invalid.
