修正「國家科學及技術委員會補助專題研究計畫作業要點」第十一點及第十三點
一、依國家科學及技術委員會115年4月10日科會綜字第1150023735A號函辦理。
二、旨揭要點本次修正重點如下：
(一)第十一點修正第四款第一目及第六款：使相關文字與人體研究法、醫療法、人類胚胎及胚胎幹細胞研究倫理政策指引等相關法令規定之規範一致，並依實務需求修正補件期限為於計畫執行起始日之當月月底前補齊。
(二)第十三點增訂第四款：「本會核定執行多年期研究計畫，涉及從事人體研究、人體試驗、人類胚胎及胚胎幹細胞研究者，繳交進度報告時，應一併檢附次年度計畫執行起始日尚在有效期限內之倫理審查委員會相關核准文件；繳交進度報告時未能一併檢附者，應於次年度計畫執行起始日之當月底前補齊。」。

Subject: Amendments to Articles 11 and 13 of the “Guidelines for NSTC-Sponsored Research Projects.”
The key points of the aforementioned amendments are as follows:
(1) Amendments to Article 11, Subparagraph 4, Item 1, and Subparagraph 6:
The relevant provisions have been revised to align with applicable regulations, including the Human Subjects Research Act, the Medical Care Act, and the Ethical Policy Guidelines for Human Embryo and Embryonic Stem Cell Research. Additionally, based on practical needs, the deadline for submission of supplementary documents has been revised to no later than the end of the month in which the project implementation commences.
(2) Addition of Subparagraph 4 to Article 13:
“For multi-year research projects approved by the NSTC that involve human subjects research, clinical trials, or research on human embryos and embryonic stem cells, when submitting progress reports, the relevant approval documents issued by the Institutional Review Board (IRB) or ethics review committee—valid as of the start date of the following year’s project implementation—shall be submitted concurrently. If such documents cannot be submitted together with the progress report, they shall be supplemented no later than the end of the month in which the following year’s project implementation commences.”
