★申請及執行國科會計畫：
\r\n依「國家科學及技術委員會補助專題研究計畫作業要點」第26點第10款規定，請相關人員儘早完成6小時之學術倫理教育課程訓練，自106年12月1日起，請計畫主持人、執行系所單位及一級單位配合辦理事項如下：
\r\n本校首次申請科技部計畫之計畫主持人及申請書內所列首次執行國科會計畫之參與研究人員，請於申請前完成至少6小時之學術倫理教育課程訓練。
\r\n計畫開始執行後所聘首次執行國科會計畫之參與研究人員，請於起聘日起3個月內修習6小時之學術倫理教育課程訓練，並請計畫主持人、執行系所單位及一級單位負責督導事宜。
\r\n
\r\n計畫主持人執行國科會計畫產出論文發表於國際期刊或受補助專家學者參加國際學術會議時，發現刊登資料使用國家名稱訛誤，應立即要求國際期刊或國際學術會議主辦單位更正，並主動通知國科會相關學術處。如未提出更正要求者，未來向國科會申請獎補助時，該論文不計入計畫主持人研究成果。請詳參「國家科學及技術委員會補助計畫產出論文發表於國際期刊及專家學者出席國際學術會議發生國家名稱訛誤事件更正處理作業要點」辦理。

\r\n★申請及執行非國科會計畫：
\r\n計畫主持人發表於國際或大陸地區學術期刊之論文列名原則，其國家名稱以不符我國整體利益之方式參與及署名，致貶抑我國國家地位者，該篇期刊論文將不予承認，亦無法用於求職、升等及計畫申請等事宜，若發現所投稿件之國名遭擅自修改，應於第一時間主動提出抗議，要求期刊更正，若有未符規定情事，請計畫主持人及所屬單位通知我駐外機構協處並通報教育部。請詳參「教育部108年3月11日臺教高(五)字第1080026798B號函」及「政府機關(構)辦理或補助民間團體赴海外出席國際會籍或從事國際交流活動有關會籍名稱或參與地位之處理原則」辦理。

\r\nThis is to announce the implementation of the letter issued by the National Science and Technology Council (NSTC) (Ref. No. NSTC-Zong-115-0045716, dated July 3, 2026).
\r\nIn accordance with Item 5 of the 2026 Call for Proposals for the NSTC Outstanding Young Scholars Research Program, the monthly Principal Investigator (PI) fee for projects commencing on or after August 1, 2026, has been increased from NT$20,000 to NT$25,000.
\r\nFor projects scheduled to commence on or after August 1, 2026, the increased PI fee has already been incorporated into the approved project budget. Please disburse the monthly PI fee in accordance with the approved budget allocation list.
\r\n
\r\nThe University's follow-up administrative procedures are as follows:\r\n(1) For reimbursement of the PI fee payable on or after August 1, 2026 (including retroactive payment of the increased amount):

(一)第5點：定明研究倫理審查之相關文件及研究計畫涉及從事人體研究、人體試驗者，應增填研究中的性別考量檢核表。
\r\n(二)第8點：
\r\n\r\n
1.各計畫類型合作企業配合款得編列提供申請機構研究發展經費、先期技轉授權金及合作企業自行研發經費。
\r\n2.明定合作企業提供申請機構研發經費及先期技轉授權應符合之規範，且配合開放配合款得編列先期技轉授權金，增訂至多五年之非專屬授權等規定。
\r\n3.先期技轉授權金及合作企業自行研發經費額度如下：
\r\n\r\n
(1)前瞻技術研發型計畫得編列先期技轉授權金，額度上限為總配合款扣除合作企業自行研發經費後之10%。
\r\n(2)產學研發中心型及領先技術發展型計畫得編列先期技轉授權金與企業自行研發經費，其合計額度上限訂為總配合款之20%。
\r\n\r\n
(三)第15點：將先期技轉授權金納入前瞻技術研發型計畫配合款之基準金額範疇，另明定合作企業配合款，得依審查結果彈性調整，惟調整後仍不得低於核定之補助款；此外刪除關於主導企業出資須達配合款半數之限制。
\r\n(四)第17點：合作企業之出資若包含先期技轉授權金者，其中涉及先期技轉之研發成果，應依修正後第8點第4款第1目規定辦理，不依本點規定辦理。
\r\n(五)第19點：增訂多年期研究計畫涉及從事人體研究、人體試驗、人類胚胎及胚胎幹細胞研究者，於執行過程持續符合相關法規之規定。
\r\n\r\n

\r\nSubject: Amendment to the Guidelines for the Advanced Technology Industry–Academia Collaborative Research Projects Subsidized by the National Science and Technology Council
\r\n
\r\nThe key amendments to the aforementioned Guidelines are summarized as follows:
\r\n(1) Article 5：
\r\nRelevant documents concerning research ethics review are expressly stipulated. In addition, research projects involving human subject research or clinical trials shall complete and submit a Gender Consideration Checklist for Research.
\r\n(2) Article 8
\r\nFor all project categories, the matching funds contributed by collaborating enterprises may include research and development (R&D) funding provided to the applicant institution, upfront technology transfer licensing fees, and the collaborating enterprises’ self-funded R&D expenditures.
\r\nThe requirements governing enterprise-provided R&D funding and upfront technology transfer licensing fees are expressly stipulated. In response to the inclusion of upfront technology transfer licensing fees as eligible matching funds, provisions have also been added, including the granting of non-exclusive licenses for a period of up to five years.
\r\nThe limits on upfront technology transfer licensing fees and self-funded R&D expenditures by collaborating enterprises are as follows:
\r\n* For Advanced Technology R&D Projects, upfront technology transfer licensing fees may be budgeted, with a maximum amount not exceeding 10% of the total matching funds after deducting the collaborating enterprise’s self-funded R&D expenditures.
\r\n** For Industry-Academia R&D Center Projects and Leading Technology Development Projects, upfront technology transfer licensing fees and self-funded R&D expenditures may be budgeted, with their combined amount capped at 20% of the total matching funds.
\r\n(3) Article 15
\r\nUpfront technology transfer licensing fees are incorporated into the baseline amount of matching funds for Advanced Technology R&D Projects. In addition, collaborating enterprises’ matching contributions may be adjusted flexibly based on review results; however, the adjusted amount shall not be lower than the approved subsidy. Furthermore, the requirement that the leading enterprise contribute at least one-half of the total matching funds has been removed.
\r\n(4) Article 17
\r\nWhere a collaborating enterprise’s contribution includes upfront technology transfer licensing fees, any R&D results subject to such upfront technology transfer arrangements shall be handled in accordance with Subparagraph 1, Item 4 of Article 8 as amended, rather than under the provisions of this Article.
\r\n(5) Article 19
\r\nNew provisions have been added requiring multi-year research projects involving human subject research, clinical trials, human embryos, or embryonic stem cell research to maintain continuous compliance with applicable laws and regulations throughout the project implementation period.

\r\nThe revisions include allowing the matching funds contributed by collaborating enterprises to be allocated flexibly, according to project needs, with respect to eligible budget items and funding amounts. Applicants are advised to carefully review the project content and budget details in accordance with the Call for Proposals prior to submission.

\r\nApplications under this program are accepted and reviewed on a rolling basis. The program comprises the following three categories, and the submission instructions for each category are provided below:
\r\n(1) Advanced Technology R&D Projects
\r\nAfter uploading the Project Concept Proposal through the NSTC Academic Research Service Portal, applicants shall request their affiliated department/institute to prepare an official memorandum and submit the required application documents (including two copies each of the Applicant List and Declaration Form) together with the reference document, NYCU Statement on Conflict of Interest Avoidance and Information Disclosure for Industry-Academia Collaboration. The application shall be reviewed by Division I/II of Research Project Administration and the Personnel Office, approved by the Office of Research and Development, and then forwarded to the NSTC for processing.

\r\n(2) Industry-Academia R&D Center Projects

一、依據國家科學及技術委員會(下稱國科會)115年6月16日科會綜字第1150039930號函辦理。
\r\n二、適用對象：計畫主持人為經教育部依其補助大專校院延攬國際頂尖人才作業要點，核定通過為玉山學者(不含短期交流教研人員)或玉山青年學者，且尚不具國科會作業要點第3點計畫主持人資格者(下稱學者)，每名學者限提1件計畫。
\r\n三、申請方式為隨到隨審：請有意申請學者所屬系所單位備函檢附學者核定函影本、申請名冊及個人資料申請表各1份會辦企劃一組、計畫業務一/二組、人事室並送研發處陳核後，函送國科會申請。
\r\n四、核定作業：
\r\n(一)接獲國科會審查通過函文後，受聘學者若自通知日起2年內未完成專任教師聘任程序取得資格者，視同放棄補助；學者未到任致不符玉山(青年)學者資格時，請學者所屬系所單位主動函報國科會撤回申請案。
\r\n(二)自學者符合國科會作業要點第3點計畫主持人資格日起2個月內，請學者所屬系所單位備函檢附計畫主持人之聘書、個人資料表、研究倫理審查相關文件，會辦計畫業務一/二組、人事室後送研發處陳核後，向國科會辦理計畫核定，逾期未完成者，國科會通知函失其效力。

\r\nEffective immediately, individuals who have been approved as Yushan Scholars or Yushan Young Scholars may submit applications for NSTC research projects on a rolling basis, with applications reviewed upon receipt, prior to their appointment as full-time faculty members.
\r\n
\r\nThis matter is handled in accordance with the NSTC Letter No. NSTC-GEN-1150039930, dated June 16, 2026.
\r\nEligible Applicants: The principal investigator must be an individual who has been approved by the Ministry of Education as a Yushan Scholar (excluding short-term visiting teaching and research personnel) or a Yushan Young Scholar under the Directions for Universities to Recruit International Top Talent, but who has not yet met the qualifications of a principal investigator as specified in Article 3 of the NSTC guidelines (hereinafter referred to as “the Scholar”). Each Scholar may submit only one application.
\r\nApplication Procedure (Rolling Submission and Review): The Scholar’s affiliated department or institute shall prepare an official letter and submit one copy each of the Scholar’s approval letter, application roster, and personal information application form for review by the Division of Planning I, the Project Administration Division I/II, and the Personnel Office. After approval by the Office of Research and Development, the application shall be forwarded to the NSTC for review.
\r\n
\r\nApproval Process:
\r\n(1) Upon receipt of the NSTC approval letter, if the appointed Scholar fails to complete the appointment procedures and obtain eligibility as a full-time faculty member within two years from the date of notification, the subsidy shall be deemed forfeited. If the Scholar fails to assume the position and consequently no longer satisfies the qualifications of a Yushan Scholar or Yushan Young Scholar, the Scholar’s affiliated department or institute shall proactively submit an official letter to the NSTC requesting withdrawal of the application.
\r\n(2) Within two months from the date the Scholar becomes eligible as a principal investigator under Article 3 of the NSTC guidelines, the Scholar’s affiliated department or institute shall prepare an official letter and submit the principal investigator’s appointment letter, personal information form, and research ethics review-related documents for review by the Project Administration Division I/II and the Personnel Office. After approval by the Office of Research and Development, the documents shall be submitted to the NSTC for project approval. Failure to complete the procedure within the prescribed period will render the NSTC approval notification invalid.
\r\n

\r\n二、旨揭獎項申請案採線上申辦方式，請申請人至「國科會傑出研究獎線上作業系統」進行申請，並請依國科會各學術處別規定增填相關表件，學術著作如屬數人共同研究完成者，請依各處別著作檔案規定說明個人之貢獻。
\r\n三、有關傑出研究獎申請表件「工程處專屬表格」之附表二研發成果資料（包含技術移轉授權、產學合作及專利等），請於115年7月28日前以校內簽呈完成下列行政作業。
\r\n(一)簽呈附件：請依表格說明填妥相關資料，以簽案連同附表二及已入帳金額證明文件（檢附經費報支系統之收支報告表為主要認列憑證，次為收據，並請主持人於收支報告表核章）。教師曾獲傑出研究獎資訊，請至「國科會網站/學術研究/學術補助獎勵查詢/獎勵/傑出研究獎」項下查詢。
\r\n(二)簽文流程：先會辦產學共創處智權管理及推動中心、計畫業務一組或二組，再送研發處核決。公文核決後，請將附表二文件送至文書組用騎縫章，再至所屬校區產創處、研發處於文件之研發成果管理運用單位/主管欄位用印。
\r\n四、請於校內收件截止日115年7月31日前至完成線上申請作業，並請各系所單位承辦人先行初檢所屬單位之申請案件，確認申請人上傳資料完備後，請列印申請名冊1份並送所屬單位主管及一級主管簽章，再送交計畫業務一組或二組彙整。

\r\nThis announcement is made in accordance with the National Science and Technology Council (NSTC) official letter No. NSTC-Industry-1150034596 dated May 28, 2026.
\r\n
\r\nThe key amendments to the Directions are summarized as follows:
\r\n(1) Amendment to Subparagraph 6, Paragraph 1 of Article 5:
\r\nThe amendment specifies the required research ethics review documents and categorizes them into two sub-items:
\r\na. Projects involving matters governed by the Human Subjects Research Act, the Medical Care Act, the Ethical Policy Guidelines for Human Embryo and Embryonic Stem Cell Research, and other related regulations.
\r\nb. Projects involving research on individuals or groups.
\r\nThe submission deadlines for the relevant documents are separately prescribed for each category.
\r\n(2) Addition of Subparagraph 7, Paragraph 1 of Article 5:
\r\nApplicants are now required to submit documents related to the Gender Consideration Assessment in Research at the time of application. The current Subparagraph 7 has been renumbered as Subparagraph 8.
\r\n(3) Amendment to Article 18:
\r\nThe following provision has been added to the latter part of Paragraph 2:
\r\n“For projects involving human subjects research, clinical trials, human embryo research, or embryonic stem cell research, applicants shall submit, together with the application for the following year's project and the current year's progress report, valid research ethics approval documents covering the commencement date of the following year's project. \r\n\t- Eligibility for Application：Must be current students of the University, excluding those on in-service master’s programs, and have participated in a major international competition (excl. academic thesis competitions) with a project published in the name of the University.
\r\n\t- Application documents：Applicants should submit a competition plan and a funding application form (including budget items, amount and relevant attachments).
\r\n\t- Application Deadline：Application should be submitted to Planning Division 2 of the Office of Research and Development six weeks before the competition.
\r\n\t- Application process：Hard copies of application documents should be submitted through the respective departments or colleges for funding requests → Planning Division 2, Office of Research and Development(Ms. Tu).

\r\nSubject: Forwarding of the 2026 “Smart Rainforest Industry Revitalization Program – Smart Business Services (AI Central Kitchen)” Second Call for Proposals Jointly Promoted by the NSTC and the Ministry of Economic Affairs

\r\nThe above-mentioned program is jointly proposed through a tripartite collaboration among commercial service providers, universities/colleges, and information service providers. The commercial service provider shall serve as the primary applicant. The application deadline is 5:00 PM on May 12, 2026 (Tuesday). The project implementation sites must be located in Chiayi, Tainan, Kaohsiung, or Pingtung (please refer to the application guidelines for details).
\r\nThe Principal Investigator (PI) from academia must be employed at a university of technology or a private university/college. The research team must consist of members from at least two departments (or across institutions) in different fields. The team should include faculty with expertise in the target industry domain and in AI or other required R&D technologies. The proposal must clearly specify how the assigned tasks will be linked to the local “Greater Southern” regional field.
\r\nFaculty members of our university may serve as Co-Principal Investigators for this program, and such participation will not be counted toward the number of NSTC industry–academia collaborative projects.

\r\nSubject: Amendments to Articles 11 and 13 of the “Guidelines for NSTC-Sponsored Research Projects.”
\r\n
\r\nThe key points of the aforementioned amendments are as follows:
\r\n(1) Amendments to Article 11, Subparagraph 4, Item 1, and Subparagraph 6:
\r\nThe relevant provisions have been revised to align with applicable regulations, including the Human Subjects Research Act, the Medical Care Act, and the Ethical Policy Guidelines for Human Embryo and Embryonic Stem Cell Research. Additionally, based on practical needs, the deadline for submission of supplementary documents has been revised to no later than the end of the month in which the project implementation commences.
\r\n(2) Addition of Subparagraph 4 to Article 13:
\r\n“For multi-year research projects approved by the NSTC that involve human subjects research, clinical trials, or research on human embryos and embryonic stem cells, when submitting progress reports, the relevant approval documents issued by the Institutional Review Board (IRB) or ethics review committee—valid as of the start date of the following year’s project implementation—shall be submitted concurrently. If such documents cannot be submitted together with the progress report, they shall be supplemented no later than the end of the month in which the following year’s project implementation commences.”

\r\nSubject: Amendments to the “NSTC Research Project Proposal,” “Research Project Grant Agreement,” and “Research Project Execution Consent Form”
\r\n
\r\nThe primary purpose of these amendments is to align with the revised provisions of Articles 11 and 13 of the “Guidelines for NSTC-Sponsored Research Projects,” to strengthen the management of integrated research projects involving human subjects research, and to enhance the convenience of applying for NSTC bilateral international collaborative research projects.
\r\n
\r\nThe key points of the amendments are as follows:
\r\n(1) Proposal Forms:
\r\nRevisions have been made to the Basic Information Form (Form CM01), the Gender Consideration Checklist in Research (Form CM16), and the International Collaborative Research Project Forms (Forms IM01–IM03). In addition, a new form titled “Integrated Project – Description for Projects Involving Human Subjects Research, Clinical Trials, or Research on Human Embryos and Embryonic Stem Cells” (Form CM04B) has been added.
\r\n(2) Grant Agreement : Articles 15 and 18 have been revised.
\r\n(3) Execution Consent Form : Article 7 has been revised.
