[NSTC Basic Research Core Facility] Operation and Management Regulations Article 1- PURPOSE The purpose of these Operation And Management Regulations is to strengthen the performance of the Instrumentation Resource Center of National Yang Ming Chiao Tung University (hereinafter referred to as the Center), to properly utilize the funding and human resources of the National Science and Technology Council (hereinafter referred to as NSTC) core facilities for basic research, and to improve the efficiency of instrument use

[Common Instrument] Higher Education SPROUT Project Grant for NYCU Instrument Funding The Purpose of these guidelines is for National Yang Ming Chiao Tung University (NYCU) to effectively utilize equipment funds, establish a resource sharing platform for the Chiao Tung campus (formerly National Chiao Tung University), improve equipment specifications, and refine research performance. 2. A Full-time faculty member who has been subsidized at least NTD$3 million of equipment grants for a single instrument from a single external project, or more than NTD$5 million of equipment grants for a cluster of instruments from external projects, may apply for a subsidy from the Instrumentation Resource Center of the Office of Research and Development when there is a shortfall in funding. The approved list of research grants is required for application. The proposal will be reviewed by the Review Committee for approval. The maximum amount of the subsidy shall be 50% of the shortfall, and NTD$3 million at most. 3. Colleges, departments, institutes, and research centers using self-raised fund (not external project grants) to acquire the equipment with listing price over NTD$3 million for a single instrument, or over NTD$5 million for a cluster of instruments, may apply for subsidies from the Instrumentation Resource Center of the Office of Research and Development when there is a shortfall in funding. The proposal will be reviewed by the Review Committee for approval. The maximum amount of subsidy shall be 50% of the self-financing amount, and NTD$3 million at most. 4. Only one application for the same equipment can be made in accordance with either the second or the third point of this regulation. 5. In the case of a cross-campus proposal, the proposed equipment shall be limited to those with general necessity across campuses. 6. The same source of funding shall be used in the principle of no duplication of subsidies. Applications that already have self-funding from Higher Education SPROUT Project shall not be accepted. 7. The committee will consider the following conditions to make the decision: (1) The proposed equipment is suitable for open use. (2) The proposed equipment can improve the research performance of the university. (3) The proposed equipment is an advanced and valuable instrument. 8. The subsidized equipment shall be incorporated into the common instrument management of the Instrumentation Resource Center in no later than two years from the date of acceptance, and services shall be provided in accordance with relevant regulations. 9. The subsidized funds shall be used with priority and within the specified period. 10. These guidelines shall be approved by the Review Committee and implemented after being approved by the President, and the same applies to amendments.

[Common Instrument] Annual Common Instrument Procurement Grant Proposal Regulations National Yang Ming Chiao Tung University Instrumentation Resource Center Yang Ming Campus Annual Common Instrument Procurement Grant Proposal Regulations Approved by the President on October 2, 2023 Article 1: Preamble The Instrumentation Resource Center (IRC) has established these regulations to ensure that common instrument facilities and service operations are compatible with the demands and future development of the entire university. Article 2: Description I. The annual instrument procurement grant proposals are divided into three categories: obsolescence, additional procurement (including expansion and upgrade of existing instruments), and new procurement. II. The proposed instruments should conform to the directions of public utility, foresight, and practicality. III. The subsidized funds must be utilized within the prescribed period. IV. If a faculty member applies for the grant, the procured instrument may be placed in the Common Facility Room of IRC. If the faculty member self-manages it, it should be included in the common facilities of IRC and established under the external escrowed instruments following the " External Escrowed Instrument Management Essentials of National Yang Ming Chiao Tung University Instrumentation Resource Center.” The subsidized applicant shall be the manager of the device. The manager shall be responsible for the management and maintenance. Besides, the committee shall formulate the regulations of instrument operation and management. Article 3: Qualification of Proposal I. The total value of the proposal must be at least NT$3 million (inclusive). II. Subsidy for instrument procurement shall be based on partial subsidies. Applicants must raise at least 20% of their funds for the instrument procurement. Applicants may apply for a grant subsidy to the Instrumentation Resource Center of the Office of Research and Development. The grant proposal shall be submitted to the Users’ Committee for review and to the President for approval. The maximum amount of subsidy depends on the annual budget of the Office of Research and III. All full-time assistant professors or assistant research fellows of NYCU or above may submit proposals, with the principle that each person may propose only one instrument per year. IV. In the case of a cross-campus proposal, the proposed instrument shall be limited to those with general necessity across campuses. Article 4: Review of Proposal I. The Instrument Resource Center shall issue an official document to notify all departments that they may submit proposals. The center will convene a review meeting according to the budget and decide on the subsidy items and amounts for the common instrument procurement. II. The Users’ Committee may invite the applicant to attend the review meeting to present. Article 5: For instruments with a proposal amount of $10 million or more, and the amount of the proposal is insufficient after deducting the number of funds prepared by the applicant and the amount of the subsidy received from IRC, the applicant may request approval from the President to subsidize the insufficient amount on a project basis. Article 6: If there is a balance in the common instrument procurement subsidy for the year, IRC may coordinate the excess funds. Article 7: This regulation shall be discussed by the Users’ Committee and implemented after approval by the President. The same applies to amendments.

The instrument is approved by the Annual Common Instrument Procurement Grant Proposal and is self-managed by the applicant faculty member. B. The university grants and subsidizes the instrument procurement through special approval, and the instrument is self-managed by the purchase unit. III. The management department of the external escrowed instruments (from now on referred to as the escrow department) shall establish an External Escrowed Instrument Committee to formulate instrument management mechanisms. IV. The Composition and Duties of the External Escrowed Instrument Committee: A. The committee member composition shall meet the following criteria. 1. The escrow department shall submit a list of proposed members to the Dean of Research and Development for selection. The proposed list of committee members must include more than two colleges. 2. The number of committee members shall be at least 5, with the Dean of R&D assigning the chairperson. The Director of the Instrumentation Resource Center and the previous chairperson are ex-officio members. The rest of the committee members shall be selected and appointed by the Dean of R&D. 3. There shall be several alternates for committee members. Suppose a member cannot continue to serve during their term of office due to retirement, resignation, leave of absence for research, study, or absence without pay. In that case, the vacancies shall be filled in order by the alternate list for the remaining period of the term of office. The members are elected for a three-year term, based on the academic year, and are eligible for re-election. Those who serve as committee members due to their positions will be promoted and retired according to their duties. 4. The proportion of the number of committee members from the escrow department to the total number of committee members shall not be more significant than that of the escrow department’s contribution to the total amount of equipment purchased. B. The Duties of the Committee: The Committee on releasing external escrowed instruments shall formulate the management and charging regulations for open access and submit them to the Users' Committee Meeting of the Instrumentation Resource Center for future reference. The Instrumentation Resource Center may audit the income and expenses of each escrowed instrument on demand, and each external escrowed instrument committee shall cooperate in providing relevant information. VII. Each committee shall regularly submit the usage records of the escrowed instruments to the Instrumentation Resource Center by the 15th day of the month after each quarter for future reference. VIII. These essentials shall be approved by the Users' Committee of the Instrumentation Resource Center. The same applies to the amendment. I. The Instrumentation Resource Center may audit the income and expenses of each escrowed instrument on demand, and each external escrowed instrument committee shall cooperate in providing relevant information. VII. Each committee shall regularly submit the usage records of the escrowed instruments to the Instrumentation Resource Center by the 15th day of the month after each quarter for future reference. VIII. These essentials shall be approved by the Users' Committee of the Instrumentation Resource Center. The same applies to the amendment.
